The University of Texas at Brownsville and Texas Southmost College (UTB/TSC) Bond Program Planning & Management

In 2005, Texas Southmost College (operating in partnership with UT Brownsville) was successful in passing a bond program for the construction and renovation of its campus facilities. They selected Broaddus & Associates to manage this program, which included a 57,673 SF arts center, 43,279 SF east library, 37,289 SF large classroom building, the 16,802 SF Center for Early Childhood Studies, upgrades to the Thermal Plant Infrastructure, and renovations to the 20,000 SF Oliveira Library and 60,000 SF International Technology Education Campus.

The management team was responsible for establishing budgets, guiding the programming process and managing communication updates with the Advisory Committees and Board Bond Advisory Committees. They also managed the programming for each building, selection of design professionals and contractors, guided design presentations, reviewed construction drawings, provided constructability reviews, and overall budget management. Construction administration and oversight services were also provided.

Under Broaddus & Associates’ management, projects in this bond program saved over $4M through the mass purchasing of materials and equipment, as well as value engineering and constructability reviews, which in essence paid for our fee multiple times.
