City of Gulfport - Main Street Downtown Facade Program

The 125-mph winds and 30-foot storm surge caused by Hurricane Katrina caused severe wind and flood damage to many business properties located in the City of Gulfport. The Mississippi Development Authority, the state’s designated agency responsible for administering Community Development Block Grants, awarded Gulfport funds for a Community Revitalization Program, for which Broaddus & Associates provided project administration services.

The program provided for the beautification and refurbishing of over 85 business façade properties in the Main Street Downtown City of Gulfport, and was the largest façade restoration program in the U.S. to date.

Broaddus & Associates’ services included:

  • creating program and design guidelines;
  • assisting in MDA/CDBG application preparation;
  • administering the application process for individual grant approval and disbursement;
  • coordinating the architectural/ design process with Mississippi Department of Archives and History, local building code and Procurement/Finance Department;
  • maintaining MDA documentation for procurement, bid process and budgets;
  • maintaining Department of Labor required documentation for accuracy of Federal Labor Standards including certified payroll and employee interviews;
  • assisting in Project Construction Phase and final close-out to complete the program.


These consulting services were performed to assist the client in conjunction with their overall project management and disaster recovery needs.
