Eanes Independent School District - Bond Program Management

Broaddus & Associates provided program management and planning services on a bond program for Eanes ISD in Austin, TX. Our firm was initially retained to guide the superintendent and school board in planning for the Bond Program. Our planning group generated a district-wide needs assessment, developed a master plan, and assisted the district in implementing bond layering and a long-term debt management policy. The team then oversaw functional and space programming, selection of architects, engineers, and construction managers, and bond election planning. 

The Bond Program itself included $30M of construction for major renovations to the library, performing arts center, classrooms, athletic facilities, administrative, and support facilities. Work also included site improvements, security upgrades, replacement of HVAC and energy management systems, and extensive accessibility improvements. In addition, Broaddus & Associates oversaw $13M in district-wide FF&E, including computers, networking equipment, and buses. These improvements were executed on a schedule that accounted for school semester breaks and seasonal district needs.

Before managing the Bond Program, the Broaddus & Associates team was engaged by EISD to develop a district-wide facility report that included a long-range concept plan and interim projects to be included on the bond program. The team assisted the Director of Maintenance and Operations in developing a seamless team composed of district staff and Broaddus & Associates architects, engineers, and construction managers to execute and report on all aspects of the program. 

The Bond Program included the following projects: performing arts center, library, tennis & softball facility, choir hall, athletic fields, playgrounds, security upgrades, access control, baseball/softball dugouts, technology upgrades, network operations center, ADA improvements, HVAC upgrades, classroom renovations, and future bond planning.
